You might be able to upgrade to the Atom N280 but you definitely can't for the N450. The Atom N450 requires the new Intel chipset to run. However, the performance differences between the Atom N270, N280 and N450 are very, very, very, very, very minimal. In fact, both processors have received the same performance scores across the board (some might be off by one or two points but that isn't a noticeable difference). The 60MHz difference between the N270 and N280/N450 just isn't something that is noticeable. Windows XP and 7 both run the same on all three of the Atom processors I previously listed.
The only benefit of the N280 processor over the N270 is that it doesn't consume quiet as much power. The Atom N450 is also a little more power efficient than the N280. Performance wise, there aren't any differences. Manufacturers are able to squeeze about 1-2 extra hours of performance out of the N450 but is also in combination with the Intel GMA 3150 (which also isn't all that much more powerful, if it is even more powerful, than the GMA 950 currently in your 1006HA) and different batteries.
So don't worry about it. The only thing you can do to really increase the performance of your netbook is install more RAM. The Eee PC 1005HA has a 2GB RAM limit.
